The Project is based on the experience of the "Manq'a" Cooking Schools. These schools, implemented by ICCO with donation resources from the Dutch lottery, take their name from the Aymara word "Manq'a" and seek to inspire young Bolivians to create opportunities for prosperity and life through revaluation and consume of local products. The project strives for young people to have better conditions and opportunities for decent employment, technical education and healthy food for a decent life.

Like the Regional Movement for Land and Territory and American Chaco, the Manqa program is based on experience and past interventions that have left valuable teachings and lessons learned. In this case, Manqa is directed to improve the political and social conditions of young people, and to promote access to dignified life.

The Manqa Model - is more than a successful experience, it is a network of educational and productive efforts to create economic opportunities and employment for young people of the city of El Alto. The Manqa Model can be summarized in its conception of economic and social sustainability, structured in adequate efforts between urban and rural producers.

During the 80s, 90s and even at the beginning of this century, neo-liberal policies have been exercised in Bolivia at the expense of citizens rights, promoting peasant and indigenous migration to cities, affecting production and food systems, generating precarious conditions in the life of the inhabitants of peri-urban areas with marginal or low-productivity informal economic activities. Young people and women have suffered the most in their educational rights, health and labor, which has made them even more vulnerable, especially in access to healthy food and a professional fulfillment.

The expected results of the implementation of Manq'a program for the period 2016-2017 are a successful and exemplary launching of schools with expectations to replicate and generate impact on public institutions. Articulated efforts and measures with local and national authorities are planned in order to influence public policy (educational, employment and social policies) that benefit youth.
