Parents Leadership in Building Inclusive Society for Children

ICCO takes a rights based approach, enabling people with disabilities to claim their rights in an environment where their rights can be realized. Since 2012, ICCO provided focused support to more than 20 parents-led and resource NGOs, working for and with children with disabilities (CWD), from all over Kyrgyzstan, to assist their endeavors and unite their efforts in becoming a single effective civic coalition to fight social isolation of their CWD and reduce stigma as well as discrimination.

In disability programs, ICCO Cooperation takes a rights based approach and promotes the “social model” of disability, enabling people with disabilities to claim their rights in an environment where their rights can be realized. Through the “PARENTS-LEADERS IN BUILDING AN INCLUSIVE SOCIETY” project, we aim to promote and protect rights of children disabilities and assist networks in their constructive endeavors to foster inclusion of people with disabilities into society.

Since 2012, ICCO has provided focused support to more than 20 parents-led and resource NGOs, working for and with CWD, from all over Kyrgyzstan, to assist their endeavors to unite their efforts and become a single effective civic coalition to fight social isolation of their CWD, neglect of human rights and reduce stigma and discrimination which is widespread in society. As a result of our intervention, the National network entitled "Janyryk" was founded. According to the context analysis of Janyryk network, two of the six most pressing problems, defined by parents, related to themselves: passiveness & segregation, and legal illiteracy. Amongst the root causes of the problem, inhering to different domains, parents indicated the following:
 fragmentation of NGOs with everyone working on the issues as working on an island
 many people do not understand the laws; they do not think they will be able to understand them, and believe even less that they can change or have an impact on the laws. They believe that others will always decide over them, which makes people passive
 parents are not organized and because of this they do not know that there are more parents

Through the project, parents-leaders of "Janyryk" network formed resource groups, affiliated with established information centers in Bishkek and Osh cities, and served regionally as assistants in conducting trainings and other activities. More than 1500 parents of CwD, professionals and NGOs’ visitors were provided with information, materials and knowledge by resource groups’ members and information centers’ staff. “Janyryk” also conducted an extensive participatory context analysis, developed its 5-year Strategic Plan, network structure and coordinating mechanisms, as well as arranged two anti-stigma public campaigns.
