PRCA-SA / Jege Ni Jaba II
The PGLR is part of a context of security, humanitarian and social crisis that Mali has been experiencing since 2012. The scale of the social, human and economic consequences on the populations and the institutions of the country calls for an analysis of its root causes and opens a opportunity to rebuild the country based on the aspirations of young people, the reasons for "living together" and prospects for sustainable development.
This innovative program aims to improve the management of local public affairs and contribute to the development of basic social services by mobilizing and strengthening Young Leaders (men and women) who will implement initiatives and projects in the key areas of local development focused on the citizen's practice of governance, accountability, cultural mediation, socio-economic integration of young people (girls, boys) and the alleviation of conflicts in intervention communes.
The final report of the mid-term external evaluation of the PGLR in June 2017 confirms the effectiveness and efficiency of the intervention which created in the first 51 communes of intervention an effective dynamic of mobilization of the Youth in governance and a culture of accountability not only within the youth itself, but also between the rulers and the ruled.
It also recommended an extension of the program to extend the actions of the P-GLR from 51 to 180 communes in the four regions.
The Local Responsible Governance Program (P-GLR), started on 1 November 2014, is implemented by a Consortium of 3 Dutch NGOs in 4 regions of Mali namely ICCO in the regions of Ségou and Timbuktu / Taoudéni, Oxfam Novib in the Mopti and SNV region in the Gao / Menaka region. The P-GLR's work force includes, in addition to the three (03) international NGOs, 14 PMO implementation partners (NGOs and other national structures) and 22 young leaders selected from each of the 180 intervention communes.
