In Guatemala, the legal framework includes procedures and principles for the preparation, implementation and monitoring of public development policies regarding children, adolescents and young adults at both national and municipal levels. However, until 2017, the State had not prioritized the enforcement of these laws, nor had allocated funds for their implementation by means of public policies.
Historically, the political system has developed strategies to undermine civil society and weaken any social mobilization aiming to influence or pressure authorities. Although the social and citizen participation of the young has increased, more spaces for participation are still needed at national level, but even more so at a municipal level. The department of Quiche is no exception of this.
Young adults in Guatemala receive very little orientation regarding their citizen duties and rights, and in the departments and municipalities in which they live, there are no opportunities for receiving education or training in citizen action. In most departments, including Quiche, the opportunities for generating income are limited to the informal sector, where incomes tend to barely cover basic needs. Approximately 70% of the countrys economically active population works in the informal sector.
