Improved Political Space for CSOs

Pathway 1 is implementing by Nijera Kori in Bangladesh to work on land rights and informal agro sector labours issues. The key problem is informal agro labours have no scope for equal wage, occupational safety and access to Khas land due to not addressing them in the national labour law and improper implementation of land use policy. The stakeholders are partner NGOs, CSOs labour association, landless farmers, ministry of land, ministry of labour & employment and its respective department.

Background

The goal of the project is to support and strengthen civil-society organizations (CSO) to be vibrant, with the ability to lobby and advocate for their rights and set their own priorities in a changing and challenging environment. ICCO will work on land rights and informal agro-sector labor issues. The key problem identified for pathway 1 is that informal agro-based labor have no scope for equal wage, occupational safety and access to khas land, as these issues are not being addressed in the national labor law and improper implementation of land use policy. The space for CSOs to effective lobby for formulation of policy for informal agro-sector and access to land needs to improve in order to create more structural access to land for landless/land poor. To address the issues, ICCO will support the existing platforms of citizen groups through local partners to become more effective in creating spaces to raise their voice. The key interventions are capacity development of CSOs, creating awareness and mobilizing people from local to national level on labor and land rights issues, involving media, establishing or linking networks and action research. The stakeholders are partner NGOs, labor associations, landless farmers, Ministry of Land, Ministry of Labor & Employment and its respective departments. It is expected that, political space for CSOs will be created to deal with the rights of agro labor and rights to access to khas land. As a result, it will ensure the rights of informal agro-based labor to get access to their land through enhanced capacity of grassroots organizations, connecting them with the national networks of CSOs and facilitating them to raise their voice in different platforms.

Sustainability

To create a space for different CSO platforms several preconditions are needed to be addressed. Responding to the problematic of having limited space of CSOs in creating enabling environment to promote the rights of the marginalized two key outputs have been determined.
Firstly, through the interventions, primary landless groups will be well organized in raising voice of the marginalized farmers. Strong connection between CSOs and people from the marginalized landless communities will be established through the intervention. Partners will commission several researches on the issues related to the land rights. That will help in establishing strong connection between them as well as give more evidence to do lobby and advocacy.
Secondly, it is expected that CSOs will be stronger and capable in engaging with decision makers. These community based grassroots CBOs will be capacitated to raise the voice of the marginalized in various issues. They will also be capable to negotiate with local government and national policy makers. In the current scenario there is a gap between the community based CSOs and national level policy makers. After 5 years, selected CSOs will have strong platform to deal with policy makers directly. To get the result some preconditions are required to be fulfilled. First of all members of different CSO platforms are needed to be well-connected. Sharing will take place among them. Sometimes members of CSOs can’t realize the needs of marginalized people. In this pathway CSO leaders will learn more to enhance their skills in realizing the needs of marginalized landless people. Increased capacity of CSO leaders in realizing the needs of marginalized and increased capacity of marginalized people in raising their voice together will ensure active CSOs in establishing the rights of marginalized. Finally emphasizing the joint efforts of CSO members will be considered by the decision makers as a strong platform of raising the voice for the marginalized.
After fulfilling all the preconditions over 5 years, a space for civil society will be created where they will be able to raise the conflicting issues related to land rights of agri laborers.
